Your Opportunity

The Senior Advisor, Policy & Regulatory Advisory (Senior Advisor) will act as a subject matter expert for the Policy & Regulatory Advisory group (Policy & Regulatory) in delivering exceptional regulatory strategy, regulatory process expertise, investment, and compliance services to renewable energy, electrical infrastructure, and other capital and/or energy-intensive stakeholders. To achieve this the Senior Advisor will focus on electrical utilities, Independent Power Producers, governmental/legislative, municipal, institutional, and industrial markets. The Senior Advisor will be responsible for executing the delivery of client regulatory filing applications, cost of service applications, grid interconnection process support, PPA strategy support, regulatory policy development support, grid modernization investment road-mapping analysis and planning, and business case development.

Your Key Responsibilities

  • Work alongside the Manager, Policy & Regulatory Advisory as well as members of the Strategic Advisory and Asset Transformation team to implement the strategic direction and impact of the Policy, Regulatory & Advisory group across markets, including:

    • Continuous refinement, and delivery of Policy & Regulatory’s portfolio and value propositions in accordance with changing policy and regulatory landscapes.
    • Supporting opportunities requiring premium-rate services with exceptional value delivery over commoditized opportunities
    • Deliver consistency of the Policy & Regulatory team’s high-value, premium client experience from initial bid through project closeout.
    • Support the integration of Policy & Regulatory value propositions into other pillars of the Strategic Advisory & Asset Transformation team, and vice versa.
  • Support the planning and execution activities of the Policy & Regulatory expansion strategy within the energy advisory business across sectors engaging with key internal and external stakeholders.

    • Support the Manager, Policy & Regulatory Advisory with business development strategy and internal and external outreach activities to drive business line expansion.
    • Remain informed on relevant Stantec business lines ‘current state’ to identify opportunities for collaboration and expansion strategies.
    • Support the development of the Policy & Regulatory expansion strategy (revenue, markets, services, & resources), including target Energy industry sectors, geographies, and key clients, and collaborate on its integration into the Strategic Advisory & Asset Transformation team.
    • Work with the Manager, Policy & Regulatory to develop the Policy & Regulatory business strategy, including growth target KPIs.
  • Under direction of the Manager, Policy & Regulatory support the pursuit of Policy & Regulatory business opportunities across new market segments including:

    • Canadian Federal Energy Policy advising for utilities and regulators.
    • Energy Transition utility roadmaps and strategic recommendations to support compliance and operationalize mandated change in accordance with federal and provincial policy and regulatory requirements.
    • Utility interconnection project management for generators and market participants.
    • Regulatory filing compliant business case development and capital expenditure justification and analysis.
    • Jurisdictional analysis, research, and recommendations for process improvement.
  • Contribute to the development and growth of the Policy & Regulatory team members by fostering new skills development and coaching peers.

  • Conduct career development planning on a quarterly basis with the Manager, Policy & Regulatory.

  • Contribute to, and lead components of the execution of Policy & Regulatory projects and ensuring reporting and adherence to Stantec’s Project Delivery protocols.

  • Act as account manager and/or account team member for assigned key accounts, leading and collaborating to account growth plans, including developing pull-through plans for other Strategic Advisory & Asset Transformation teams and Technical services.

  • Remain abreast of industry policy, regulatory developments across target markets, major trends, and competitor activity with a view to ensuring that the firm’s service offerings and the Policy & Regulatory growth strategy best align to current and future market needs.

  • Work with marketing support to contribute to marketing campaigns for the Policy & Regulatory business.

  • Serve as an ambassador for the group representing it at appropriate industry conferences, speaking engagements, and other external industry related events.

Qualifications

Your Capabilities & Credentials

  • Proficient regulatory and policy experience in core Canadian electrical utility and energy markets, with detailed understanding of how regulation and policy decisions impact energy stakeholders.

  • Detailed understanding of electrical utility industry and other energy-focused and energy-intensive organizations operations and audit/assurance needs and requirements.

  • Experience managing and producing critical, regulatory-grade documents and consulting services to withstand scrutiny from C-Suite/Senior Executives, Investors, and Regulatory/Agency stakeholders.

  • A highly intelligent contributor with superb communication and interpersonal skills who prioritizes the development of trust and authenticity among their team.

  • Collaborative, strong team orientation well-suited to executing through mandate or influence to build consensus within a global organization.

  • Able to manage competing priorities in a high-paced global consultancy while maintaining exceptional value and quality.

Education and Experience

  • Minimum of 5 years of consulting or client-side experience energy industry experience, ideally with a mix of utility, developer, regulators, and Transmission and Distribution System Operators (TSO’s and DSO’s).

  • Relevant Degree in Business or Engineering, with a Professional Engineering designation being highly preferred.

  • History of leading complex projects including developing annual capital budget applications, management of long-term capital plans, development of regulatory and stakeholder engagement strategies, system planning studies, and distributed energy resource deployment technical assessments with a record of client satisfaction, timely delivery of work, and ability to manage budget and internal and external stakeholder requirements.

  • Ability to translate advanced engineering and technical considerations into regulatory grade or business development quality documentation to justify capital expenditure and investment.

  • Advanced industry certifications for project management and/or asset management considered an asset.

  • Proven track record of regulatory, capital budgeting and planning, and investment case support for major energy, industrial or institutional organizations.
