Your Opportunity

Under the direction of the Project Director, the Director of Design and Construction will lead planning, design and construction management efforts on this major program and has accountability for design and construction management teams assigned to deliver a large, complex transportation construction project with construction values in excess of $500M. You will administer, manager, and coordinate planning, design, utilities and construction management. You will be responsible for directing design and construction, and operate at a key decision-making level for engineering projects. This position ensures that work is delivered safely and in accordance with approved plans specifications, while adhering to both budget and schedule needs and ensuring project deliverables are accurate, complete and in accordance with FTA requirements.

Your Key Responsibilities

  • Provides leadership, direction and coordination that will advance the clients goals and objectives, having overall responsibility for project development, design, and construction of the project. Directs all areas of the project related to planning, design, construction, and utilities activities.

  • Develops and implements broad policy guidance for the Project management teams.

  • Directs and formulates establishment of uniform engineering standards. Reviews and analyzes work progress and cost reports and evaluates the effect of adopting new methods and procedures on work progress. Directs the execution of major long-range planning, engineering, feasibility, and research studies.

  • Coordinates and reviews the activities of subordinate sections; engineering, architecture, project management, construction and interface and makes recommendations on department policies, rules and regulations relating to engineering matters.

  • Prepares and directs the preparation of correspondence, technical reports and testimony as required.

  • Participates in selection panels to evaluate firms bidding on design and construction contracts.

  • Manages the Design and Construction group, including establishing goals, program plans and priorities and allocating resources. Communicates organizational goals and establishes review and control systems. Reviews costs, manages fiscal resources, and maintains control of assigned resources and assets. Manages human resources, evaluates employee performances, and adheres to EEO requirements.

  • Establishes reporting requirements and reviews technical reports and administrative documents. Meets with subordinate managers and agency staff to monitor long-term efforts and to discuss the progress of individual projects (technical issues, cost control and a wide variety of other concerns); identifies and defines problems, analyzes options, and decides on best course of action; then ensures coordination of action by/with subordinates, local governments and intergovernmental agencies, Federal regulatory agencies (e.g., FTA) and public interest groups.

  • Serves on the Change Control Committee and plays a key role in assessing, evaluating, and managing construction claims.

  • Reviews program quality and progress toward achieving goals and program results with a strong emphasis on interface and coordination between major contractors. Takes corrective actions to maintain the work progress on schedule, to improve employee performance, or to modify goals and operations as appropriate.

  • Coordinates with management-level personnel and key staff in financial and procurement management to assure adequate support and to ensure operations are conducted within bounds of budget/accounting regulations, procurement requirements and other laws, regulations, requirements, and policies concerning general management operations for the client.

  • Provides high-level technical assistance and advice to executive-level management on complex engineering, construction, and related operational issues. Ensures that information provided is accurate and timely. Keeps the Project Director informed of “high visibility,” particularly complex or sensitive problems, and other matters that require their awareness/response or must/should be presented to the client CEO for approval or informational purposes.

  • Works effectively with a wide range of interested parties, including local public officials, private businesses, oversight consultants, and federal regulators. Attends meetings and makes presentations, hosts tours or site visits of facilities in construction.

  • Performs other duties and responsibilities as assigned and as a member of the client’s Senior Staff.

Qualifications

  • Highly effective in assembling and leading project teams.

  • Technical expert in all relevant areas of planning, analysis, construction and systems management, and understanding of various project delivery methods.

  • Accountable for making decisions on large complex projects.

  • Inspires project teams to higher levels of achievement.

  • Highly effective in managing sub-consultants and equipment suppliers/vendors.

  • Demonstrates technical skills identifying scope changes and risk management.

Education and Experience

  • Bachelor’s degree in an engineering specialty or other related field.

  • A minimum of 5 years of registered professional civil engineering experience, including or supplemented by three years of administrative engineering experience.

  • A minimum of 20 years’ experience working on large complex transit projects with construction value in excess of $500M.

  • Previous experience dealing with FTA funded projects required.

Typical office environment working with computers and remaining sedentary for long periods of time. Field work may include exposure to the elements including inclement weather.

Pay transparency laws require employers to provide the following information for positions that may be in the following jurisdiction(s):

Salary Range(s):

  • $148,100 - $229,500 Min/Max Pay Range for postings located in CO and HI

The final agreed upon compensation is based on individual education, qualifications, experience, and work location. At Stantec certain roles are bonus eligible.
