Your Opportunity

Stantec’s Management Consulting Group in the Middle East is looking for a Senior Pavement Management Engineer to provide technical expertise and to work closely with our client in a transformation journey for their Roads Operation and Maintenance Department.

Your Key Responsibilities

In this role, you will be responsible for delivering transformational work as part of our Management Consulting Group in Qatar, supporting and advising our client in maturing their Roads O&M supply chain. The candidate for this position will be working from our client’s office and is a client-facing position to provide management consulting service to our client. Key responsibilities include (but are not limited to):

• Support and advise the client Management in administering a Roads O&M Performance-Based contract including setting the program of works, work inspection regime, participating in technical and contractual discussions, review and approve monthly invoices.

• Provide technical advice on materials, maintenance and rehabilitation treatments and practical applications to support roads rehabilitation plans and strategies.

• Analyze and provide advice to the client on conventional and non-destructive test data (e.g., analysis of LCMS and GPR data, back calculation of FWD data, DCP, etc.) to power strategic decision-making for the Client

• Analyze and advise the client on asset data to provide recommendation and improvement to Client’s pavement and Right-of-Way asset management business practices or policies, such as performance modeling and effectiveness of pavement maintenance.

• Support pavement forensic investigations and site reviews.

• Support roads pavement evaluations and provide guidance for optimized treatment recommendations.

• Support the Client with audits of pavement material production facilities including hot mix plant, road base, crushing plants and laying site equipment

• Provide training and knowledge transfer to the Client and/or framework contractors on pavement preservation best practices.

Qualifications:

• Bachelor’s degree in an Engineering field.

• 15 to 20 years of relevant experience. Previous pavement/asset management engineering experience would be considered an asset.

• Previous experience in a client-facing role, with demonstratable stakeholder management skills is an essential requirement.

• Previous experience as a Project Manager, having led teams involved in pavement engineering and management.

• Experience in pavement engineering, pavement management and non-destructive testing

• Experience with pavement and asset management software is considered an asset.

• Knowledge of transportation engineering demonstrated by experience in roads Right-of-Way asset design, investigation and research

• Construction inspection experience related to paving.

• Excellent oral and written English skills (fluency in Arabic is also preferred).

• Knowledge of relevant AASHTO and ASTM Standards related to asphalt and pavements is considered an asset.

• Knowledge of pavements and roads assets management is considered an asset.

• Experience working for government clients/agencies in operations, maintenance and rehabilitation project would be considered a distinct advantage.

• Experience with developing operations and maintenance plans and documentation would be viewed favorably.

• Well-developed written communication skills in the preparation of presentations, technical reports, correspondence, and proposals are considered an asset.

• Working knowledge of performance-based contracts

• Knowledge or experience of USA or UK pavement design methodologies

• Knowledge of materials behavior underlying standard specifications

• Knowledge of Life-Cycle Cost Analysis (LCCA)
