Stantec Operations Advisor (O&M Utilities) in Doha, Qatar

Stantec is supporting our client, in moving towards an improved outsourced model for the O&M of their drainage assets. The outsourcing of assets is being delivered through catchment-based framework contracts covering all connected upstream and downstream assets. This approach is aimed at enhancing the client's operations through partnering with a single contractor for managing all the catchment assets through a performance managed contract arrangement.

Some of the initiatives that would be managed/delivered by the primary O&M contractors are: i) Reduction in flooding complaints, ii) Repeat contacts reduction, iii) Odour complaints resolution, iv) Quality compliance of sewage to STWs (Infiltration Investigations), and v) FOG blockages reduction. Across the wider needs of the Department key challenges include: vi) Improving customer satisfaction with our services, vii) Reducing the cost to serve including manpower, power and chemical efficiency, and viii) preparedness for 2022 FIFA World Cup Qatar™. We seek a suitable candidate to support the team members through providing technical guidance and strategy on some of the existing challenges and share relevant good practice from other geographies/areas. This is not a design/construction intensive role. A successful candidate would have previous experiences in strategic management of wastewater collection, treatment and distribution assets in a large sized utility.

Responsibilities include:

•Support in delivery of required outputs and outcomes as intended in the framework agreements

•Reviews and inputs into all deliverables produced by the O&M contractors

•Advise on technical matters related to O&M of all systems (Foul water, Treated Water, Surface and Ground Water)

•Project Management Support for transitioning to new mode of working from current individual contracts for each site

•Interpret, explain and communicate relevance of new practices, and applicable laws, rules and regulations affecting the DNO&M business to help build a strong, productive workforce within the Department and through its supply chain

•Guidance on handover requirements to ensure smooth transition of responsibilities from current operators to new operators

Key Tasks & Duties:

The Delivery Manager will lead a joint team (The client and Stantec) to manage and support:

•Oversight and review of Performance Management – SLAs, KPIs

•Creation of Catchment Management plans

•Investment Planning for catchment (5 Yrs horizon)

•Identification of scope of works for rehab works

•Environmental compliance for products (Treated Water, Sludge Quality etc.)

•Improvement action plans for key issues

•Advise on good practices for catchment-based management of assets

•Delivery of service by Primary Framework Contractors

•Document the approach and manuals for future reference and adoption

•Ad-hoc support to Catchment Head and Engineers as required

•Develop material for executive reporting to Director of Assets Affairs, H E The President and others as requested

•Ensure adherence to Health and Safety Procedures and all company policies, procedures and regulations


Operations Advisor (O&M Utilities)


i.\tDegree or higher level qualification in engineering, (e.g. BSc, BEng, MSc Chemical Engg.)

ii.\tExperience of leading and managing O&M of treatment plants with capacity over 200,000 m3/day

iii.\tPreferred Chartered Status

iv.\tPMP Certification would be an advantage


v.\tMinimum of 14 years’ relevant and practical experience within major water / wastewater utility organization(s)

vi.\tMinimum of 5 years’ Leadership / Advisory experience in organization(s) undergoing significant transformation

vii.\tAbility to drive and support strategic change focused on valued customer service

viii.\tExperienced in leading / advising teams encompassing Foul and Surface Water Networks, Pump Stations, Wastewater Treatment Works, Pressurised Pipeline Networks
