Your Opportunity
Stantec is currently seeking a Senior Environmental Project Manager with an emphasis on transportation infrastructure to develop and lead our Environmental Transportation Practice in Texas. The ideal candidate will have a minimum of 20 years of experience in transportation, environmental, planning and engineering on complex, large-scale projects and programs; deep understanding of Texas and federal environmental review regulations and processes including Environmental Impact Statement/Report (EIS/EIR), Record of Decision and Environmental Assessment preparation; Findings of No Significant Impact (FONSI); public meetings, public hearings, economic analysis, diversion analysis, evacuation route analysis, various needs assessments, as well as public and growth inducement studies. Candidate also must have an understanding of the implications of Right of Way (ROW) and Utility Coordination as related to transportation planning, scheduling, and overall management. Strong emphasis will be placed on previous experience with transportation agencies, quality of work, ability to manage programs and teams.
Collaboration with Our Transportation Environmental Services Group, other regions and business lines is also expected to support overall growth of Stantec’s Infrastructure Practice. Our Transportation Environmental group is dedicated to managing environmental issues professionally and proactively. We provide integrated, multidisciplinary services to identify and assess liabilities and risks, and to develop solutions to site management, remediation, and mitigation. Our staff of professionals includes specialists in marine biology, wetland science, wildlife biology, soil science, fisheries biology, botany, hydrogeology, hydrology, water resources management, forestry, habitat and ecosystem restoration, permitting, GIS, information management, environmental monitoring, in-situ/ex-situ remedial design and implementation, human health and ecological risk assessments, air quality permitting and reporting, pipeline compliance, storm water permitting and planning, and audit support services.
Your Key Responsibilities
Leadership in the development and coordination of client relationships and business growth
Leadership of business development activities including proposal preparation and presentations
Direct, manage, and/or assist with the preparation of NEPA and other environmental compliance documents for a wide range of public and private clients with an emphasis on transportation infrastructure
Identify, pursue, and win environmental contracts and support transportation/public works projects with an environmental component
Support and advise project managers and technical staff
Prepare proposals, lead interview teams, and bring in work to support environmental services
Develop clients and expand market share in the Transportation Sector
Bring project schedules, budgets, and scopes of work to successful completion
Identify program and project staffing need
Mentor and develop younger staff; assist with the implementation of training programs
Participate in environmental related associations
Be a visible regional leader
Regularly interface with representatives of Stantec’s Transportation Practice (engineering, design and construction management) to facilitate inter-Practice cross-selling of services
Your Capabilities and Credentials
Candidate will be responsible for preparation and oversight of NEPA documents particularly for work related to the Department of Transportation
Expert level understanding of all phases of project delivery and how the environmental component is connected to each phase
Ability to lead one or more teams through all environmental phases of project delivery
Checks the work of others for accuracy and completeness and manages time to meet project budget and schedule
Participates and collaborates in project team setting and engages in creative and critical thought
Demonstrates creativity, foresight and mature judgment in anticipating and solving problems
Thorough understanding of environmental issues and ability to communicate ideas to others
Lead environmental role in projects with significant capital budgets and/or complex environmental issues
Strong presentation and interview skills
Provide overall technical leadership on medium to large sized projects and organizing multi-disciplinary design teams
Perform, review and provide quality assurance and quality control (QA/QC) of environmental reports
Serve as technical lead, interface with clients, engage local and remote staff, and interact with permitting agencies
Partner with consulting firms in the execution of transportation projects
Established relationships with resource and permitting agencies and strong understanding of permitting process
Evaluate implications of federal laws and regulations to be able to advise clients on potential impacts
Education and Experience
Candidates must have a Bachelors’ Degree in Civil Engineering with an emphasis on Environmental Engineering
Minimum of 20 years' professional experience
Must be hold a Texas PE license
Typical office environment working with computers and remaining sedentary for long periods of time. Field work may include exposure to the elements including inclement weather.
